Direct Employment of a Foreign Caregiver
"Direct employment" means the <strong>patient or family is the employer</strong> of the foreign caregiver — not a care company. This is the normal structure in Israel's caregiving branch: the permit is issued in the patient's name and the wage is paid directly to the caregiver.

Who is the employer?
- The permit is issued in the patient's name, so the patient (or whoever acts for them) is the employer.
- Employer duties — wage, insurance, weekly rest, deposits, reporting — fall on the family, not the bureau.
- The licensed bureau arranges registration, matching and ongoing support; it does not employ the caregiver.

Why a licensed bureau is still required
